Here's what James Clark's plans to do for locating RNG schemas in
nXML:

The mechanism looks flexible and doesn't appear to be specific to
locating schemas, so perhaps the same format could be used for finding
dispspecs?

Quoting from the end of the second paragraph of the above link:
	 ...
	 The problem of associating a schema with a document is really
	 just a special case of the problem of associating processing
	 with a document. What is needed is a solution that can
	 specify a series of processes to be applied to a document.

I'm not sure if this is the general solution he's talking about,
though.
